First thought: The best way around this is a bonus system. Fully legal, and you’re paying 100% of time. Hard to convert unless you’re underpaying. Of course they may already be under paying if employees don’t care. Usually it’s a risk of firing if you’re more than 3 minutes lateMore than 3 minutes late, you don’t have 100% on time rate. A job that is 5 days a week, 4 of 5 days on time is an 80% on time rate. Construction is usually higher pay, but even at $1 per hour bonus, 40 hours a week is a $40 bonus each week you’re “on time”. That’s a $2000/year rase/bonus.

outta the loop/disclaimer: other than friends talking, I haven’t been in an environment that is an hourly pay system in 5+ years, so memory may be foggy, and current standards are unknown especially post covid employee based market.

other ways to implement: if you already have a bonus system. Slowly split raises? Instead of a 5% raise, 2.5% raise and 2.5% bonus. Granted not enough places are giving decent raises… both cost of living, and experience based. Instead income has been stagnant; hence the dissatisfied/disillusioned employees and low moral.
